At the forefront of this effort has been the dynamic leadership of Chief Minister Shri Mohan Charan Majhi, who personally reviewed preparations at multiple stages and directed officials to ensure scientific crowd management, real-time monitoring, seamless inter-departmental coordination, and uncompromising public safety throughout Rath Yatra, Bahuda Yatra, Suna Besha, and Niladri Bije.
Minister Prithiviraj Harichandan: A Leading Face of Temple Administration
Among the Council of Ministers, Law, Works and Excise Minister Shri Prithiviraj Harichandan has emerged as one of the government’s most visible leaders in temple administration during this year’s Rath Yatra.
Entrusted with responsibilities connected to the Shree Jagannath Temple and festival coordination, Shri Harichandan remained actively engaged in review meetings, field coordination, and inter-departmental planning alongside senior officials of the Shree Jagannath Temple Administration (SJTA), district administration, police, health services, municipal authorities, fire services, and disaster management agencies.
While political parties may naturally express differing views on public events, the scale of planning, deployment, and coordination witnessed during Rath Yatra and Bahuda Yatra 2026 reflects the substantial administrative effort undertaken by the state government. The festival’s management has drawn attention for its emphasis on preparedness, technology, and pilgrim welfare.
Healthcare Preparedness Set New Standards
One of the most commendable aspects of Bahuda Yatra 2026 was the unprecedented emphasis on healthcare and emergency response.
The Odisha Government deployed extensive medical infrastructure across Puri, including doctors, specialist medical teams, emergency medical personnel, first-aid centres, ambulances, and temporary healthcare facilities to ensure immediate assistance for devotees.
A significant innovation this year was the creation of dedicated ambulance corridors (Green Corridors), enabling emergency vehicles to move swiftly through dense crowds whenever medical intervention was required. This initiative reflected a proactive approach to public safety and demonstrated how modern emergency planning can coexist with one of the world’s oldest religious traditions. Reports from the festival also highlighted coordinated emergency response mechanisms and the successful movement of ambulances through large gatherings when required.
Technology-Driven Crowd Management
Learning from previous experiences and anticipating exceptionally large pilgrim turnout, the state administration adopted an increasingly technology-driven management system.
The Chief Minister directed that CCTV surveillance be integrated with the Integrated Command and Control Centre, allowing authorities to monitor crowd density in real time and respond immediately to congestion or emergencies. Senior administrative and police officers remained deployed throughout the major rituals, including Pahandi, Chariot Pulling, Dakshini Moda, Adapa Mandap Darshan, and Bahuda Yatra, ensuring continuous supervision.
