Rs.2,542-Crore Railway Project Approved by Union Cabinet to Strengthen Port Connectivity, Freight Movement and Regional Development 

In a significant boost to Odisha’s infrastructure and industrial ecosystem, the Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the doubling of the 74-kilometre Paradip-Haridaspur railway line, a landmark project expected to transform freight logistics, strengthen port connectivity, and accelerate the state’s economic growth. 

The project, estimated at Rs.2,542 crore, forms part of two major railway infrastructure proposals worth Rs.3,907 crore approved by the Cabinet Committee on Economic Affairs (CCEA). Alongside the Paradip-Haridaspur line, the Cabinet also approved the construction of a fourth railway line between Rajkharsawan and Dangoaposi, further reinforcing railway capacity in eastern India. 

Welcoming the Cabinet decision, Chief Minister Mohan Charan Majhi described the approval as another milestone in Odisha’s journey towards becoming one of India’s leading logistics and industrial destinations. 

 

A Strategic Infrastructure Milestone for Odisha 

Chief Minister Mohan Charan Majhi said the railway doubling project would significantly enhance Odisha’s logistics capabilities while supporting the rapid industrialisation taking place across the state. 

Expressing gratitude to Prime Minister Narendra Modi and Union Railway Minister Ashwini Vaishnaw, the Chief Minister stated that the project would improve connectivity to Paradip Port, reduce rail congestion, increase freight capacity, and facilitate faster movement of both industrial cargo and passengers. 

According to the Chief Minister, the project is expected to further strengthen Odisha’s position under the PM Gati Shakti National Master Plan, enabling seamless multimodal connectivity and creating fresh opportunities for industrial investment, employment generation, and economic expansion. 

“This project will reinforce Odisha’s role as a key logistics and industrial hub while enhancing operational efficiency across the state’s transport network,” the Chief Minister noted. 

 

Paradip Port Gets a Major Capacity Boost 

Paradip Port remains one of India’s busiest major ports and serves as the gateway for Odisha’s mineral, steel, fertilizer, petroleum, coal, and container cargo. 

With rapid industrial expansion across districts such as Jagatsinghpur, Kendrapara, Cuttack, Jajpur, Dhenkanal, Angul, Keonjhar, and Sundargarh, demand for railway freight capacity has grown consistently over the past decade. 

The doubling of the Paradip-Haridaspur section is expected to: 

  • Increase freight carrying capacity. 
  • Reduce operational bottlenecks. 
  • Minimise waiting time for freight trains. 
  • Improve turnaround time for cargo movement. 
  • Enhance export competitiveness of Odisha-based industries. 

The project will be implemented entirely through Government funding and is targeted for completion by 2030–31. 

 

Driving Odisha’s Industrial Growth 

The railway expansion comes at a time when Odisha is witnessing unprecedented industrial investments across sectors including: 

  • Steel 
  • Aluminium 
  • Mining 
  • Renewable Energy 
  • Petrochemicals 
  • Logistics 
  • Textiles 
  • Green Manufacturing 

Major industrial groups including Tata Steel, JSW, Jindal Steel & Power (JSPL), Vedanta, Adani Group, Aditya Birla Group, Welspun Group, AM/NS India, Indian Oil Corporation, Paradip Refinery, and several emerging manufacturing companies continue expanding operations across the state. 

Improved railway infrastructure is expected to directly benefit these industries by lowering logistics costs and ensuring reliable transportation of raw materials as well as finished products. 

Experts believe logistics efficiency will play a decisive role in Odisha’s ambition of becoming one of India’s leading manufacturing and export hubs over the next decade. 

 

Supporting PM Gati Shakti Vision 

The project aligns closely with the PM Gati Shakti National Master Plan, which seeks to integrate road, rail, ports, airports, and logistics infrastructure into a unified transport ecosystem. 

For Odisha, this means: 

  • Better multimodal connectivity. 
  • Faster movement of goods. 
  • Reduced transportation costs. 
  • Improved ease of doing business. 
  • Higher investor confidence. 

The project also complements Odisha Government’s industrial development strategy, which has focused on creating integrated industrial corridors supported by robust transport infrastructure. 

 

Benefits Beyond Industry 

While freight movement remains the primary objective, the railway doubling project is expected to generate wider socio-economic benefits. 

According to official estimates: 

  • The multi-tracking projects will expand the Indian Railways network by nearly 145 kilometres. 
  • Approximately 1,526 villages, with a combined population of nearly 14 lakh people, are expected to benefit from improved rail connectivity. 

Improved railway services are also expected to facilitate easier passenger movement and support regional economic development across the project corridor. 

 

Boost to Tourism 

The enhanced railway infrastructure is expected to improve accessibility to several important heritage and pilgrimage destinations in Odisha. 

Among the major beneficiaries are: 

  • Lalitgiri Buddhist Complex, one of Odisha’s renowned Buddhist heritage sites. 
  • Shree Baladevjew Temple, one of the state’s most important Vaishnavite pilgrimage centres. 

Better connectivity is expected to encourage greater tourist inflow while supporting local businesses and hospitality sectors. 

 

Rail Infrastructure Emerging as Odisha’s Growth Engine 

Infrastructure experts believe that railway capacity enhancement has become increasingly critical for Odisha, given the state’s growing contribution to India’s steel, mining, manufacturing, and export sectors. 

With expanding industrial clusters, new logistics parks, and rising cargo volumes through Paradip Port, railway modernisation is no longer merely an infrastructure upgrade—it is an economic necessity. 

The Paradip-Haridaspur railway doubling project is expected to play a pivotal role in ensuring that Odisha’s industrial growth remains competitive, sustainable, and globally connected.
