Odisha’s ascent to sporting eminence is not just about its famed hockey legacy or iconic landmarks like the Sun Temple and Chilika Lake; it is a testament to a holistic approach led by the dynamic duo of Shri. Under Chief Minister Shri Naveen Patnaik’s visionary mantra of ‘Sports for youth, youth for future,’ Odisha has carved its niche in the sporting arena. The state government’s commitment is evident through its sponsorship of the men’s and women’s national senior and junior hockey teams until 2033, fostering a legacy that began in 2018. The crown jewel of Odisha’s sporting infrastructure, the Kalinga Stadium in Bhubaneswar, hosted the Men’s FIH Hockey World Cup in January 2023, a testament to the state’s commitment to global sporting events.

At the helm of Odisha’s mission to transform India into a sporting powerhouse is VK Pandian, a former dynamic bureaucrat and close confidant of CM Naveen Patnaik. Elevated to the position of Chairman of the 5T Initiative (Transparency, Technology, Teamwork, Time, and Transformation), Mr Pandian’s strategic vision has been instrumental in implementing transformative projects across the state, positioning Odisha at the forefront of the nation’s sporting landscape.

Mr Pandian’s commitment to this mission is reflected in his words: “It’s a continuous transformation. I don’t think it will come to an end until India gets a lot of gold medals in the Olympics.” His focus on identifying key areas for excellence, securing sponsorships, providing athletes with top-notch infrastructure, and fostering an enabling ecosystem has propelled Odisha onto the international stage.

The symbiotic relationship between CM Shri  Naveen Patnaik and sports is profound, expressing, “If the Indian national flag goes up on the Olympic podium, the 140 crore people will walk one inch taller, at least for that day.” This passion has catalyzed the Sports and Youth Services Department, under CM Naveen Patnaik’s guidance, to create world-class infrastructure and facilities, extending beyond hockey to diverse sporting disciplines.

Recent collaborations, such as the MoU between the Odisha government and the All India Football Federation (AIFF), exemplify Odisha’s commitment to fostering excellence. The AIFF-FIFA Talent Academy, set to be established at the Odisha Football Academy, received acclaim from legendary football manager Arsene Wenger, who commended the state’s infrastructure.

The sporting tapestry of Odisha extends beyond football, with world-class athletics infrastructure, a burgeoning badminton center under Pullela Gopichand’s guidance, and ITF-certified tennis facilities. The state’s commitment to nurturing talent is evident in the High-Performance Centers, the Sports Science Centre at Kalinga Stadium, and a comprehensive approach to athlete rehabilitation and recovery.

Noteworthy is Odisha’s collaboration with corporate giants like Aditya Birla Group, Gagan Narang, Reliance Youth Foundation, JSW, and Tatas, each supporting a specific discipline. VK Pandian elucidates, “The Hon. CM has made it very clear. Anybody excelling in sports and wants to win medals for India is welcome.” This inclusive approach has transformed Odisha into a melting pot of talent, attracting athletes from across India.

Odisha’s financial commitment to sports has mirrored its overall progress. From a sports budget of ₹4 crore in 2000-01, the allocation has surged to ₹1,217 crore in 2023-24. This monumental increase, coupled with Odisha’s impressive revenue surplus of ₹43,700 crore, underscores the state’s economic resilience under CM Patnaik’s leadership.
