Pluckers to Receive 25% Cash Bonus as Purchase Rates and Incentives for Binders and Seasonal Staff Rise

Chief Minister Mohan Charan Majhi has approved a Rs 74.78-crore financial package for Kendu leaf workers, providing higher purchase rates, cash bonuses and special incentives to support tribal and rural households across Odisha.

Under the decision, all eligible Kendu leaf pluckers will receive a cash bonus equivalent to 25 per cent of their earnings. Binders, locally known as Bandhali workers, and seasonal employees will receive a special incentive of 5 per cent.

The government has also increased the purchase rates paid to Kendu leaf collectors. Pluckers will receive an additional 10 paise for every Keri and 20 paise for every Phala collected.

Direct Financial Support for Workers

The package has been structured to benefit different groups involved in the Kendu leaf economy, from collection and binding to seasonal operations.

The principal benefits include:

  • A 25 per cent cash bonus for Kendu leaf pluckers
  • A 5 per cent incentive for binders and seasonal employees
  • An additional 10 paise for every Keri purchased
  • An additional 20 paise for every Phala purchased
  • A total government expenditure of ₹74.78 crore

The measures are expected to increase the seasonal income of workers who depend on Kendu leaf collection for their livelihoods.

Focus on Tribal and Rural Livelihoods

Kendu leaf collection provides seasonal employment and income to families in several forested and tribal regions of Odisha.

The higher procurement rates will ensure that workers receive an increased payment at the point of purchase, while the bonus and incentive components will provide additional financial support.

The package recognises the contribution of pluckers, binders and seasonal employees throughout the collection and processing chain.

Majhi Government Expands Worker Support

By combining higher purchase rates with direct cash benefits, the Mohan Majhi government has adopted a multi-level approach to supporting Kendu leaf workers.

The decision is expected to provide immediate financial relief while strengthening income security for families dependent on forest-based seasonal employment.

The ₹74.78-crore commitment also places Kendu leaf workers at the centre of the state government’s tribal and rural welfare agenda.

With the approval of the package, eligible workers across Odisha are set to receive enhanced payments and incentives, delivering a direct financial benefit to communities closely connected with the state’s forest economy.
