Odisha has taken a decisive step toward positioning itself as India’s emerging hub for semiconductors and electronics manufacturing. On 03rd September 2025, the state government inked Memorandums of Understanding (MoUs) worth Rs.2,655 crore with leading global and domestic players in the sector, a move hailed as a game-changer for the state’s industrial and economic growth.

The agreements include a Rs.1,005 crore investment by TopTrack Hi-Tech PCB Pvt Ltd and another Rs.1,650 crore by Sancode Technologies, in partnership with Silicon Connect, Inari Amertron Berhad and APIRC Penang. The announcements were made by Chief Minister Mohan Charan Majhi on X (formerly Twitter), after a day of strategic meetings with top semiconductor leaders.

Global Collaborations & Knowledge Transfer

The state’s push for semiconductor leadership received a major boost when CM Majhi met with a delegation from Renesas Electronics, led by Malini Narayanamoorthi, Country Head of Renesas India. Renesas, a global leader in embedded semiconductor solutions expressed strong interest in forming joint ventures and collaborating with IIT Bhubaneswar for embedded design training. This will ensure that local talent is trained on next-generation semiconductor design and embedded systems, creating a skilled workforce pipeline for the future.

Additionally, the Renesas–C2S (Chips to Startup) MoU is expected to open new doors for Odisha’s youth, giving them exposure to high-tech innovation, startups, and real-world semiconductor applications.

Industry Recognition & Policy Push

Adding to the momentum, CM Majhi also held discussions with Ajit Manocha, CEO of SEMI, the global industry association for electronics design and manufacturing. Manocha lauded Odisha’s proactive and progressive policy framework, calling it “industry-leading” and well-aligned with global growth trends in semiconductor and electronics manufacturing.

Economic & Employment Impact

The ₹2,655-crore investment is expected to generate thousands of high-quality jobs in Odisha, not only in direct manufacturing but also across design, R&D, and supply chain ecosystems. The move strengthens Odisha’s industrial diversification and reduces dependency on traditional sectors like mining and metals, ushering in a knowledge-driven economy.

By aligning with global majors and fostering partnerships with academic institutions, Odisha is set to bridge the gap between industry and research—ensuring sustainable growth and innovation. This will also encourage ancillary industries in logistics, precision engineering, and high-value services, amplifying the state’s GDP contribution.

Chief Minister’s Vision

Experts have noted that CM Shri Mohan Charan Majhi’s leadership has given a fresh impetus to Odisha’s industrial ambitions. By prioritizing semiconductor and electronics manufacturing, the state is not only aligning with India’s national semiconductor mission but also positioning itself as a strategic investment destination in Asia.

Industry watchers believe these initiatives will place Odisha firmly on the global semiconductor map, paving the way for long-term economic transformation.
