Odisha is undergoing a historic transformation under the visionary leadership of Chief Minister Shri Mohan Charan Majhi, evolving from its traditional identity as a mineral-rich state into a diversified industrial powerhouse. On the eve of completing one year in office, the Chief Minister addressed leading industrialists at Lok Seva Bhavan, showcasing the state’s strategic shift toward inclusive, high-value, and job-creating industrial growth. 

 

“Odisha is no longer just a minerals and metals hub. We are becoming a diversified industrial powerhouse, where opportunity flows from port to plant, and from cities to every aspirational district,” CM Majhi stated. 

 

From Mines to Markets: The New Industrial Odisha 

 

Over the past year, Odisha’s industrial growth has expanded across more than 20 sectors, including: 

  • Metallurgy and metal downstream 
  • Chemicals 
  • Food processing 
  • Apparel and textiles 
  • Logistics and infrastructure 
  • Renewables and green hydrogen 

 

The state’s evolving economic base reflects a deliberate policy shift—from resource-led extraction to value-led development. 

 

Historic Investment Momentum in Just One Year 

 

In what can be described as a record-breaking year for industrial investment, the Majhi government has: 

  • Approved 206 large-scale projects, nearly twice the average of the last five years. 
  • Attracted ₹4.5 lakh crore in investments with the potential to generate 2.9 lakh jobs. 
  • Since the Utkarsha Odisha Investors’ Summit, facilitated groundbreaking for 56 projects worth over ₹1.78 lakh crore, expected to create 1.1 lakh jobs. 

 

“These numbers reflect not just our speed, but our scale and substance. They show that Odisha means business,” the Chief Minister said. 

 

Quiet Reforms, Clear Results 

 

Without grandstanding, the Majhi administration has rolled out deep-rooted reforms to make Odisha more business-friendly. The Chief Minister said, 

 

“In many ways, we’ve achieved more in one year than what was delivered in the previous five. Quiet, focused, and committed action has been our method.” 

 

The government’s clear commitment to ‘implementation over announcements’ has resonated with industry captains. 

 

Four Strategic Priorities for the Future 

 

Outlining the roadmap for the next four years, CM Majhi identified four transformative priorities: 

  1. Policy Innovation: Launch of new sector-specific policies aimed at global competitiveness and ease of doing business. 
  1. Industrial Infrastructure Expansion: Growth of Odisha’s land bank, plug-and-play parks, and logistics corridors. 
  1. Digital Project Tracking: Revamping the Single Window System with a modern, integrated tracking platform for all investor approvals. 
  1. Process Deregulation: Elimination of redundant rules to reduce compliance burden for businesses and entrepreneurs. 

 

Odisha’s Industrial Evolution: A National Model 

 

Odisha’s transition into a multi-sector industrial ecosystem is being closely watched by policy think tanks, investor forums, and development agencies. Its model combines rich natural resources, a reform-oriented government, and forward-looking leadership. 

 

The Majhi government’s pro-active approach, especially in tier-2 and aspirational districts, is ensuring that industrial growth is geographically balanced and socially inclusive.

The Chief Minister concluded by inviting industrialists to be partners in progress:
