The state government’s announcement on the creation of new guidelines for the Odisha Sahitya Akademi Awards has been temporarily halted by an order from the Orissa High Court.

The HC has made the decision in response to a plea submitted by Dr. Nrusingha Charan Sarangi, the head of the OSA Subcommittee.
OSA Subcommittee’s attorney, Ramakanta Sarangi, made an argument.
“A petition was filed challenging the guidelines for OSA awards that the state government created. The court ruled that “the rules shall not be enforced” after hearing the petition. According to lawyer Sarangi, the administration has been given four months to submit a response.
Notably, once the state government doubled the award money, a subcommittee was established to develop new guidelines for OSA prizes.
The subcommittee’s chairman was selected as Dr. Nrusingha Charan Sarangi, a member of the OSA.
The subcommittee completed the legislation’ drafting and delivered them to the Culture department for approval within the allotted time.
Instead of approving the rules, the government created new ones and announced them in a notification.
OSA is a self-governing organisation with a unique constitution. Even if OSA’s rules are all drafted in accordance with the constitution, OSA also has the authority to put them into action.
