The Odisha Assembly passed the Odisha Development Authorities (Amendment) Bill, 2015 replacing the Odisha Development Authorities Act of 1982. The state government aimed to fulfill the objective of Housing for All, through this newly enacted legislation.
The bill proposes provision for the construction of Special Planning Authorities and Social Purpose Vehicle for the development of particular areas. As per the amendments in the bill, at least 20 per cent of vacant land earmarked for residential sue in development plans for affordable housing projects.
For the effective enforcement of provisions of Planning and Building Standards Regulations, proposals have been made for sealing of unauthorized premises before demolition is taken up.
