In a decisive move to uphold administrative discipline and transparency, the Odisha Government has announced that there will be no extension for the submission of Annual Property Statements for the year 2024. Officials who failed to file their statements within the stipulated deadline will face restrictions on promotions and Departmental Promotion Committee (DPC) considerations.
The General Administration and Public Grievance Department (GA&PG) issued a formal notification on Monday, confirming that the HRMS portal will not be reopened under any circumstances for delayed submissions.
“After due consideration of all factors, and in the interest of maintaining long-term administrative discipline, it has been decided that no extension of time will be granted for submission of the property statement for the year 2024,” the circular stated.
Accountability and Transparency at the Core
The notification clarified that the government had received several appeals from employees requesting an extension of the deadline. However, after review, the decision was made to enforce the rule uniformly across all departments to preserve administrative integrity.
“Timely submission of the Annual Property Statement is a mandatory pre-condition for consideration for promotion. Employees who failed to submit their statements for 2024 will not be eligible for DPC meetings until compliance in the subsequent year,” the notification reiterated.
Departments have been instructed to strictly exclude non-compliant employees from any promotion-related proceedings until they regularize their property declarations in the next cycle.
Firm Enforcement Going Forward
The government emphasized that beginning with the property statement for 2025 (due between January 1 and January 31, 2026), the timeline will be strictly enforced without exception.
Heads of Departments have been made personally responsible for ensuring 100% compliance within their administrative units.
They are also directed to communicate the rule “in the strictest terms” to every employee and ensure zero lapses in the submission process.
“The Government looks forward to your full cooperation in upholding discipline and ensuring transparency,” the notification concluded.
