In a decisive move setting the tone for 2025, Chief Minister Mohan Charan Majhi has unveiled an ambitious 15-point governance directive aimed at reshaping Odisha’s administrative, economic, and developmental landscape. Issued on New Year’s Day, the roadmap underscores the government’s commitment to efficiency, accountability, and people-centric governance. 

 

Addressing senior officials after the appointment of the new Chief Secretary, Anu Garg, the Chief Minister called for a “mission-mode transformation” of governance, aligning state machinery with the long-term vision of Odisha Vision 2036 and 2047. The goal, he said, is clear: to position Odisha as one of India’s most progressive, investment-ready, and citizen-focused states. 

 

A Clear Roadmap for a Modern Administration 

 

At the heart of the 15-point directive is a strong emphasis on administrative discipline, transparency, and speed of execution. The Chief Minister instructed departments to fast-track decision-making, remove procedural bottlenecks, and ensure that governance outcomes reach citizens without delay. 

 

He directed officials to focus on: 

  • Time-bound industrial clearances to attract investments and create jobs 
  • Zero tolerance towards corruption, including strict action against erring officials 
  • Filling all vacant government posts within two years to strengthen service delivery 
  • Deployment of capable officers in key administrative and development roles 

 

The Chief Minister made it clear that performance, accountability, and integrity would be the cornerstones of the new administrative culture. 

 

Focus on Economic Growth and Knowledge-Based Development 

 

Reiterating Odisha’s long-term development vision, CM Majhi stressed the need to accelerate growth in knowledge-driven industries, services, and manufacturing, in line with the state’s aspiration to become a $500 billion economy by 2036. He emphasized coordinated efforts between departments to support industrial expansion, infrastructure creation, and innovation-led growth. 

 

The Chief Minister also directed officials to strengthen institutional mechanisms such as the Nabakrushna Choudhury Centre for Development Studies, positioning it as a hub for policy research, data-driven planning, and outcome assessment. 

 

Governance in the Language of the People 

 

In a significant cultural and administrative push, CM Majhi reiterated that Odia will be the mandatory language of official communication across departments—from the Secretariat to block offices. He underlined that governance must be accessible and understandable to every citizen, reinforcing trust between the state and the people. 

 

Non-compliance, he cautioned, would invite strict action. 

 

Citizen-Centric Administration and Accountability 

 

The Chief Minister placed strong emphasis on grievance redressal, directing all departments to ensure timely resolution of public complaints. He instructed officials to conduct regular field visits, interact directly with citizens, and submit on-ground feedback reports—making responsiveness a key performance indicator. 

 

Grievance redressal mechanisms, including digital platforms, will be closely monitored to ensure accountability and transparency. 

 

A Governance Reset for a New Era 

 

The 15-point directive is being widely viewed as a defining moment for the Majhi government—signalling a shift towards results-driven governance, administrative discipline, and citizen-first delivery. By combining reform, accountability, and empathy, the government aims to usher in a new era of trust and efficiency.
