Nearly 90 per cent to 95 per cent of schools in the country are still struggling for basic facilities, said Delhi Deputy Chief Minister Manish Sisodia on Thursday and called for increasing education budget.

Sisodia, who handles education and a host of other portfolios in Delhi’s AAP government, said at least 6 per cent of the GDP needs to be allotted to education.

He was speaking on the topic, ‘The success story of the government schools in Delhi’, at a city-based school.

Sisodia highlighted the success of the “happiness” class, a concept introduced by the Delhi government in its schools for students from Nursery to Class 8.

“A daily 45-minute happiness class beginning with mindfulness, followed by storytelling and other activities, is receiving a good response in Delhi and bringing about positive change among students,” said Sisodia.

The minister said education in India can be divided into three sections.

“As far as challenges are concerned in education, I would like to categorise Indian education in three sections.

In first, there are 90 per cent to 95 per cent schools which are still struggling for basic facilities.

“Then there are 5 to 10 per cent schools that have facilities but they are struggling for education and there are hardly 1 per cent schools that are really working on education,” he said.

Our responsibility should be to ensure that these 90 per cent to 95 per cent schools get at least minimum facilities, he said.

“In Delhi, before I became education minister, schools were struggling for facilities. We gave bare minimum facilities to these schools and now we are working to impart good education,” Sisodia said.

Talking about the new national education policy, he said there are a lot of things in it which look good on paper.

“A lot of wishful thinking about education is included. But teachers training is needed on a large scale for this, schools need a budget.

“Six per cent of the GDP needs to be alloted to education, that needs to be the first line of the new education policy,” said Sisodia.

Elaborating on the happiness concept, he said, “While we speak of happy classrooms, we still need to define what Happy Teachers are.

“We expect them to come in and teach for eight hours and don’t even provide clean washrooms or drinking water. They can’t be happy this way.” He said if one wants them (teachers) to provide world- class education, give them a world view at least and let them come to know what is happening outside.

“That is why we have started teacher exchange programmes, sponsoring visits abroad and so on,” the Delhi minister added.

Andhra Pradesh Chief Minister YS Jagan Mohan Reddy on Thursday said that the decision to mandate English Medium in primary schools was taken to prepare the next generation of students to face the highly competitive world.

“The decision for English Medium in primary schools was taken to prepare the next generation to face a highly competitive world. People with vested interests have been carrying out false and negative propaganda even though our government has been giving top priority to public welfare,” Reddy said addressing a public gathering here.

The Chief Minister said that the hypocrisy has reached a peak as they opted English Medium education for their kin and are now talking as protagonists of Telugu.

“My dream is only to see that the future generations have a better system of education to face the global job market and the marginalised sections of the society will be vying with everyone on a level playing field,” Reddy said.

“When these vested interests come, ask them as to why their kin should study in English medium and why children of fishermen or other weaker sections should not study in the same medium. Our children are not meant for doing menial jobs,” he added.

Reddy said that he sees a future for the students where they compete and match stride by stride with others in attire, accent and employment opportunities.

Earlier, Reddy had also targetted Vice President M Venkaiah Naidu and former chief minister Chandrababu Naidu over the same.

Chattisgarh professional examination board (CGPEB) or VYAPAM has released the results of the SEDT19 recruitment examination 2019 on its official website. The examination was held on August 25 to fill the post of Teachers (Phy Education, Biology, Maths and agriculture).

Candidates who have appeared in the examination can check their results online at, vyapam.cgstate.gov.in.

The recruitment drive is being conducted to fill 5441 vacancies of E and T category teachers.

The model answer keys of the exam were uploaded on the official website on September 25 and candidates were asked to raise objections till 5pm on October 30.

The Jawaharlal Nehru University has defended its move to revise hostel fee saying the varsity is having a deficit of more than Rs 45 crore and it is largely because of huge electricity and water charges and the salary of contractual staff.

“The JNU has a deficit of more than Rs 45 crore and it is largely because of huge electricity and water charges and the salary of contractual staff. The UGC no longer allows payments of salaries of contractual employees of the hostel from the salary head of the budget. The number of such employees in the hostels is over 450. The UGC has given clear instructions to JNU that all shortfalls in the non-salary expenditures should be met by using the internal receipts generated by the university. Thus, there is no alternative for the IHA than to collect service charges from the students,” said the university administration while issuing a fact sheet on the hostel issue on Thursday night.

Thirteen members of JNUTA executive committee met the MHRD-appointed committee in Shastri Bhawan and submitted a memorandum, citing that there was no possibility of normalcy on campus till hike in hostel charges is withdrawn and the problems in the university cannot be resolved till the current vice chancellor is in office. The teachers’ body has also raised allegations of “financial mismanagement and wasteful expenditure.”

“There are 17 hostels in JNU and it is important to note that all of them have been running smoothly for decades now. There does not seem to be any urgent cause for the proposed steep fee hike and no explanation has been forthcoming from the JNU administration about the sudden financial crisis that has necessitated such a steep hike in hostel charges,” JNUTA wrote in its memorandum. The MHRD committee is also expected to visit the university campus on Friday to hold another round of dialogue with the students.

The three-member committee appointed by the ministry of human resource development (MHRD) held a meeting with representatives from Jawaharlal Nehru University Teachers’ Association (JNUTA) on Thursday over the hostel fee hike issue even as 100 teachers announced their dissociation from the teachers’ body.

Till Thursday evening, at least 113 teachers had announced their dissociation from JNUTA over an array of issues including “student violence” against teachers and provosts. There are around 550 teachers in JNU.

“The trigger behind this move was unlawful detention of Vandana Mishra, associate Dean of Students, on November 8 by students. We had expected JNUTA to issue condemnation of such behaviour but it never happened. During their protests, students also gheraoed wardens and provosts. While hostel fee hike is a genuine issue and students can indulge in a democratic agitation, creating an atmosphere of fear for teachers is not the way to go about it,” said Aswini K Mohapatra, professor at the School of International Studies.

In a statement issued Thursday evening, the teachers also questioned the high-powered MHRD committee and said it was in violation of norms that govern universities. “The university did not approach UGC or MHRD to intervene and solve the problem. Taking suo-motu action, the committee seeks to engage all stakeholders. The administration has been reduced to one stakeholder. So the authority of chancellor and vice chancellor have been brazenly undermined,” the teachers’ said in their statement.

JNUTA president DK Lobiyal said the association was not aware of any such decision by a section of teachers. “We have not received any memorandum from them so far. We will respond to it accordingly when we do,” he said. Lobiyal also said members of the high-powered MHRD committee heard their concerns over hostel fee hike on Thursday.

Meanwhile, students from Akhil Bharatiya Vidyarthi Parishad (ABVP)’s JNU and Delhi University, and Jamia Millia Islamia unit held a protest march from Mandi House to Parliament on Thursday demanding complete roll back of the hostel fee hike in JNU.

“ABVP is against the ongoing series of fee hikes across several educational institutions and would request their respective administrations to refrain from such inexcusable conduct,” said Siddharth Yadav, secretary of ABVP Delhi.

Manish Jangid, secretary of ABVP in JNU, said, “While JNUSU has thrown in the towel, we continue to hold out. The manner in which the police authorities stymied our protest was undemocratic. We call for the HRD Minister to either unconditionally comply with our demands or resign forthwith.”

Delhi District Court has released the admit card for the recruitment examination for the post of Senior Personal Assistant and Junior Judicial Assistant on Thursday, November 21, 2019. Earlier, Delhi District Court had released an official notice regarding the examination schedule for the posts of a senior personal assistant, personal assistant, Junior Judicial Assistant and Data entry operator on its official website. According to the notification, the computer-based examination for the post of Senior Personal Assistant and Junior Judicial Assistant is scheduled to be conducted on November 27, and November 29, 2019. On November 19, 2019, Delhi District court had also released the admit card for Personal Assistant.
