Under the visionary leadership of Chief Minister Shri Mohan Charan Majhi, Odisha continues to blend faith with forward-thinking development. On Wednesday, the Chief Minister reviewed the progress of the Maa Samaleswari Temple Redevelopment Project at Lok Seva Bhawan — a landmark initiative that exemplifies the state’s commitment to preserving its sacred heritage through modern infrastructure.

At the heart of this mission stands Law, Works and Excise Minister Shri Prithviraj Harichandan, whose department oversees Odisha’s temples, endowment management, and legal frameworks protecting cultural sites. His presence at the review meeting underlined the Law Department’s pivotal role in ensuring that every religious redevelopment project meets both spiritual integrity and administrative excellence.

 

“The Maa Samaleswari project must reflect Odisha’s soul — blending our devotion with the discipline of modern planning,” Harichandan said, reaffirming his ministry’s dedication to seamless coordination across agencies.

The Vision and the Blueprint

Spread over 82 acres, the Maa Samaleswari Redevelopment Project is being implemented in two phases with an estimated investment of Rs.316 crore. The project is designed to elevate Sambalpur’s position as both a spiritual capital of Western Odisha and a key destination on India’s cultural map.

Phase I focuses on the temple corridor, Gopaljew Math, riverfront beautification, parking, and illumination systems.

Phase II will bring devotee residences, a lake zone, food parks, market blocks, and integrated pathways for better crowd management.

Chief Minister Mohan Charan Majhi directed officials to ensure that devotee residences be multi-storeyed if necessary to accommodate the growing number of pilgrims. He also emphasised humane rehabilitation for local residents affected by redevelopment works.

 

Law Department’s Leadership in Temple Development

Under Law Minister Prithviraj Harichandan, Odisha’s temple governance is witnessing a transformation. The Law Department has emerged as both a protector of faith and a planner of heritage revival — steering the redevelopment of major temples such as Jagannath Puri, Lingaraj, and Samaleswari under a unified policy framework.

The minister’s insistence on transparency, design integrity, and ethical administration has set a new benchmark for heritage infrastructure. His coordination between the Law, Works, and Tourism departments ensures that development remains sensitive to religious sentiment while meeting modern standards.

“Our goal is not only beautification, but preservation — every stone should speak of Odisha’s history, and every corridor should welcome the devotee with comfort and dignity,” Harichandan noted during the review.

The meeting was attended by Chief Secretary Manoj Ahuja, Principal Secretary (Works) Sanjay Kumar Singh, Chief Minister’s Principal Secretary Saswata Mishra, and other senior engineers and officials.

Both the Chief Minister and Law Minister stressed on creating an environment where pilgrimage meets planning — turning temple towns into hubs of economic, cultural, and spiritual vibrancy.

CM Majhi’s broader vision, coupled with Harichandan’s administrative drive, is transforming Odisha’s heritage landscape into a model of inclusive, faith-based development.

 

Maa Samaleswari: The Spiritual Heart of Western Odisha

One of the state’s most revered Shakti Peethas, Maa Samaleswari Temple draws lakhs of devotees every year. Sambalpur’s rising prominence on Odisha’s tourism map has made it essential to create world-class facilities for pilgrims while retaining the temple’s divine ambience.

Officials revealed that landscaping, parking zones, river ghats, and lighting designs are being developed under global consultation models, while local artisans will contribute to sculptural restoration ensuring authenticity with scale.
