Delay in reshuffle in senior bureaucracy affects normal department operations, say former officials 

  

Despite expectations for rapid changes following the Bharatiya Janata Party’s (BJP) rise to power after a 24-year-old regime in Odisha, the fundamental bureaucratic framework inherited from the previous government remains largely unaltered.
