BHUBANESWAR, November 17: Eminent Economist, Writer & Economic Advisor to the Prime Minister Narendra Modi, Padmashri Bibek Debroy delivered the Harishchandra Baxipatra Memorial Lecture at Bhanja Kala Mandap in Bhubaneswar today. People cutting across party line and ideological affiliation appreciated his deliberations on good governance, public policy and devolution of power.
While talking about good governance, Bibek Debory said, “we can’t just pass the buck to government and agencies; rather we should be aware of our responsibilities and strive hard to bring changes without depending on the system and expecting them to change everything.”
He further added that definition of Governance includes participation of people. He invoked 3 Dharmas – Raj Dharma, Dharma of Community and Personal Dharma to ensure good governance in any society or nation. He also called on the youth to join entrepreneurship, saying they should learn to take the risk, as that’s the biggest strength of an Entrepreneur.

Among others, Banki MLA Pravat Tripathy was really impressive. He talked about Late Harischandra Baxipatra’s struggle from the student days, his contribution to Sadehikala-Kharasuan battle, propagation of real communism (Sambyabad) and fight for the rights of poor, tribals and downtrodden. Pravat Tripathy described Harishchandra Baxipatra as a role model for the youth.
Speaker of Odisha Assembly Pradip Kumar Amat, former DGP Bipin Bihari Mishra and Leader of BJP in Odisha Assembly KV Singhdeo too addressed the gathering and remembered Late Harishchandra Baxipatra’s work and life. Secretary of Harishchandra Baxipatra Memorial Committee, Dr. Lopamudra Baxipatra gave descriptions of all guests and thanked them for being part of the event.
Senior Journalist Bamapada Tripathy and Social Worker Manas Behera were felicitated with the ‘Harishandra Baxipatra Memorial Award’.
Baxipatra was an activist, theorist, writer and political leader who took active part in J.P. Movement. He joined C.P.I. in 1959 during student career and was head of All India Students Federation (AISF) in the State. He was born on 17th November, 1933 and breathed his last on 27th October, 2000.
